The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together. Bernstein met Thomas Wolfe in 1925 on a voyage between Europe and New York. Wolfe and Bernstein, the wife of a prominent New York stock broker and 18 years older than Wolfe, became lovers in Oct. 1925 and remained so for the next five years.
